Can you unlock hurricane 2011

How are you able to choose him using the new selection screen? Wondering since Brienj used the DLC menu I didn't buy this copy, duh.. If you post your save, will it require my PSP to be hacked to play properly? Since you said you could unlock him without hacking, just by save editing, I just need confirmation. Also, what region will the save be? So you can play as him on PSP without hacking?
