There generally is some room to have Renegady conversation options before and during a romance, but you will eventually have to hit upper-right to go "Yes, I want to continue with you as a romance option". I haven't played through the romances enough to know how clear the games make these choices; they were generally well-defined in ME3, but then, I've only played Paragon so far and was continuing a previous romance and turning down the new ones that popped up.

Renegade Shepard in ME3 is not a jackass - as far as I can tell, ze seems to be having a better time holding it together emotionally than Paragon Shepard, and is still an inspirational leader who knows how to get the best out of people. It irritates me slightly that Paragon Shepard is the informal one while Renegade Shepard maintains a professional attitude and military discipline.
