Return back upstairs. Now go through the more southern ice square. Skate up, right, then down to get to the southern end of the ice patch. Grab the Full Restore past the ladder, then return to it and go up. Upstairs, you will get the HM07 Waterfall. Teach it to a Pokemon and head back out to the previous cave.

Face the waterfall and use your new skill. This will raise you to the upper level of the cave. Go down the ladder, then into the nearby cave.
